Time to flip or inflate?

Between mid May and Aug, NASDAQ composite returned around 12%. S&P & DOW are following closely. Good money. But can't just figure out why VIX is not stable and is still high.

Its like is filling up a balloon. May be its about time to do the flip? Thoughts?
